Switch off the cooling or pump function
Look for a Cool, Pump, Humidify or water-drop control and turn it off. On the SPT SF-608RA manual, the cool function operates the water pump; with that function off, the unit operates as a normal fan.

Guide
You can usually run an evaporative air cooler as a fan with its water pump switched off. It will circulate air, but evaporative cooling will not operate without water.

Look for a Cool, Pump, Humidify or water-drop control and turn it off. On the SPT SF-608RA manual, the cool function operates the water pump; with that function off, the unit operates as a normal fan.
Select a fan speed and aim the louvers where you want air movement. Keep the intake and outlet clear, and do not block vents with curtains or furniture.
The fan can make you feel cooler by moving air across your skin, but it does not add the evaporative temperature drop. It will not cool a room like a compressor air conditioner.
Do not leave the pump function on with an empty tank. The SPT manual warns that operating the pump without water can make abnormal noise and may damage the pump; follow your model manual.
If you are putting the cooler away, unplug it, empty the reservoir and clean or dry components as the manufacturer instructs. This helps prevent stale standing water.
If you never intend to add water, a standard fan avoids maintaining a reservoir and pump. If you need room-temperature reduction in humid or closed conditions, compare an air conditioner designed for that space.
Common questions
Usually yes, if the model has a fan-only setting and the water pump is off. Check the operating manual for your controls.
Not by evaporation. Without water, the fan moves air but does not provide evaporative cooling.
No. Switch off the pump when the water runs out; the SPT SF-608RA manual cautions against running its pump dry.
Use only the fill method specified by the manufacturer. Ice does not replace water needed for a pump-fed evaporative system.
No. Fan-only mode circulates room air and does not remove heat from the room.
